LUNGSOD NG MALOLOS–Isinailalim ang Bulacan sa Alert Level 3 simula ngayong araw January 5-15 matapos bumalik sa pagtaas ang active COVID-19 cases.

Ayon sa pinakahuling tala ng Bulacan Provincial Health Office kahapon ng hapon, 614 na agad ang bilang ng active cases sa buong lalawigan samantalang 58 lamang ito noong Disyembre 27.

Ang mabilis na paglobo, ayon kay Dr. Hijordis Marushka Celis, Bulacan COVID-19 Task Force vice chair, ay maari na rin umanong bunsod ng Omicron variant.

Naglabas muli ng executive order si Gob. Daniel Fernando alinsunod sa mga itinakda ng Inter Agency Task Force ng national government tungkol sa mga pinapayagan at hindi pinapayagang mga aktibidad sa ilalim ng Alert Level 3 restriction upang ipatupad sa lalawigan.

Sa 614 na active cases na ito sa Bulacan, 13 ang nasa hospital, 17 ang nasa quarantine facility at 584 ang  naka home isolation.

Mula sa 58 na active cases noong Disyembre 27 na pinakamababang naitalang active cases sa Bulacan noong 2021, umakyat ito sa 70-80-90 sa nga sumunod na araw hanggang nag 393 noong Lunes at 614 sa pinakahuling tala nitong Martes.

Ayon kay Dr. Celis, ang positivity rate ngayon ng lalawigan ay tumaas din at ito ngayon ay 13% mula sa below 5-10% noong nakakaraan habang ang growth rate ay tumaas ng 281%. Ganunpaman, aniya, nananatiling mababa ang risk level ng lalawigan.

Ang City of Malolos ang may pinakamataas na active cases dahil sa 106 active cases nito, sumunod ang  City of San Jose del Monte sa 80 active cases nito, Marilao sa 57 active cases nito, Sta. Maria na mayroong 49 active cases at Plaridel na may 46 active cases.

Patuloy ang pagbabakuna sa lahat ng vaccination sites ng bawat munisipyo at siyudad.

Mahigpit na nanawagan ang dalawang pinuno ng Bulacan COVID-19 Task Force sa mga residente na sundin mabuti ang minimum health protocols upang muling maibalik sa dating mababa ang kaso ng active cases sa lalawigan.

Nauna rito ay itinaas ni Gob. Fernando sa 80-90 % ng mahigit 3.7 million population ng lalawigan ang herd immunity target nito, mas mataas sa karaniwang 70% herd immunity requirement ng isang lokalidad upang mas masigurado ang kaligtasan ng mga Bulakenyo.

Sa 3,708,784 total population ng Bulacan ay nakapagbakuna na ngayon ng 3,606,319.

Mula sa 2,596,146 herd immunity requirement (o 70% ng buong population), 1,882,548 residente na o 73% ang nabakunahan ng first dose habang 1,723,771 o 66% ang may full doses.

Sa ngayon ay pumalo na sa 92,548 ang naitalang COVID-19 cases sa Bulacan, 1,483 deaths at 90,451 recoveries.

GUIDELINES UNDER ALERT LEVEL 3:

The following establishments, or activities, shall be allowed to operate or be undertaken at a maximum of 30% indoor venue capacity for fully vaccinated individuals only and 50% outdoor venue capacity. Provided, that all workers/employees of these establishments are fully vaccinated against COVID-19 and MPHS shall be strictly maintained. Provided further, that there is no objection from the LGU where these activities may take place.

Venues for meetings, incentives, conferences, and exhibitions (MICE);
Permitted venues for social events such as parties, wedding receptions, engagement parties, wedding anniversaries, debut and birthday parties, family reunions, and bridal or baby showers;

Visitor or tourist attractions such as libraries, archives, museums, galleries, exhibits, parks, plazas, public gardens, scenic viewpoints or overlooks, and the like;

Amusement parks or theme parks;
Recreational venues such as internet cafes, billiard halls, amusement arcades, bowling alleys, skating rinks, archery halls, swimming pools, and similar venues;

Cinemas and movie houses;
Limited face-to-face or in-person classes for higher education and for technical-vocational education and training;

In-person religious gatherings; gatherings for necrological services, wakes, inurnment, and funerals for those who died of causes other than COVID-19 and for the cremains of the COVID-19 deceased;

Licensure or entrance/qualifying examinations administered by their respective government agency, and specialty examinations authorized by the IATF subject to the health and safety guidelines as approved by the IATF;

Dine-in services in food preparation establishments such as kiosks, commissaries, restaurants, and eateries, subject to DTI sector-specific protocols;

Personal care establishments such as barbershops, hair spas, hair salons, and nail spas, and those offering aesthetic/cosmetic services or procedures, make-up services, salons, spas, reflexology, and other similar procedures including home service options, subject to the sector-specific protocols of the DTI;

Fitness studios, gyms, and venues for non-contact exercise and sports, subject to DTI sector-specific protocols. Provided that patrons/clients and workers/employees wear face masks at all times and that no group activities are conducted; and
Film, music, and television production, subject to the joint guidelines as may be issued by the DTI, DOLE, and the DOH.

Agencies and instrumentalities of the government shall remain to be fully operational and shall adhere to at least 30% on-site capacity while applying work-from-home and other flexible work arrangements.
