MALOLOS CITY (PIA) — The Department of Science and Technology (DOST) Bulacan has started the certification of 5,102 Electoral Board (EB) members in preparation for the national and local elections on May 12, 2025.

The certification ensures that EB members are fully equipped to operate the new Automated Counting Machines (ACMs), which is a crucial step toward a safe, secure, and efficient electoral process.

DOST Provincial Director Angelina Parungao said under Republic Act No. 9369, or the Election Automation Law, their agency is responsible for certifying EB members through theoretical and practical examinations to assess their competence in handling the automated election system.

Parungao said before taking the certification exams, EB members underwent comprehensive training, conducted by the Commission on Elections (Comelec). The training covered all aspects of ACM operation, including machine setup, troubleshooting, and handling potential challenges on election day.

Bulacan is the first province in Central Luzon to initiate the EB certification process.

The remaining six provinces namely Pampanga, Bataan, Zambales, Tarlac, Nueva Ecija, and Aurora, will commence their certification programs in April 2025.

In total, 21,058 EB members across the region will undergo the certification process.

The DOST Philippine Science High School – Central Luzon Campus and the DOST Advanced Science and Technology Institute are assisting in facilitating the EB Certification Program.

Meanwhile, DOST is conducting rigorous testing on the ACMs, including stress tests, electrical tests, and waterproofing assessments to ensure the machines’ durability, electrical reliability, and resistance to water damage. (MJSC/VFC, PIA Region 3-Bulacan)
