Statement of the Commission on Human Rights denouncing the attack against a barangay captain in Cagayan

The Commission on Human Rights (CHR) vehemently denounces the killing of a barangay captain in Cagayan, who was gunned down by unidentified assailants riding a motorcycle on 09 May 2025.

According to initial reports from the Philippine National Police (PNP) Regional Office II, the victim was reportedly followed into the barangay hall by an unidentified gunman and shot multiple times in the back. The victim was rushed to a nearby hospital but was declared dead on arrival. 

CHR Region II has already launched a Quick Response Operation to take cognizance of the incident as part of its independent probe.

The recent pattern of killings, days before the 2025 national elections, creates a climate of fear and intimidation not only in the community, but also in local leaders seeking to serve their constituents. The Commission believes that such violence threatens the integrity of the democratic process and undermines the people’s right to participate in free and peaceful elections.

The Commission acknowledges the prompt response of PNP Region II in conducting dragnet operations and intensifying checkpoint activities in high-risk areas to apprehend the suspects. As duty-bearers, we cannot allow citizens to become desensitized to attacks on those engaged in political activities or simply interacting in peace. 

CHR, as the country’s independent national human rights institution, remains committed to upholding its Constitutional mandate of protecting and safeguarding the rights of all, including community leaders and public servants who are vulnerable to threats and violence in the course of fulfilling their duties and responsibilities. We shall work together to create a violent-free community that values peace and respects democracy.
