Statement of the Commission on Human Rights expressing deep concern over the alleged sexual advances of a teacher towards two minor students in Cebu City

The Commission on Human Rights (CHR) expresses deep concern over a reported case of alleged sexual advances of a teacher towards two minor students in Cebu City. The CHR Region 7 already initiated a motu proprio investigation, in coordination with the family of the minor victims and the Philippine National Police (PNP) in Region 7.

According to reports, the victims claimed that their teacher allegedly asked to see their abs, but they refused the request. In response, the teacher allegedly became angry, biting the 17-year-old victim on the back and the 14-year-old victim on his right arm.  

The Commission denounces any form of sexual advances, inappropriate conduct, or innuendos, especially when directed at children, and particularly within institutions of learning where safety and trust should prevail. Such acts are even more alarming when they involve teachers, who are entrusted with the care and education of their students.

The CHR stands ready to provide support and assistance to the victims and their families. While we recognise that some may be hesitant to seek legal remedies due to concerns about possible repercussions, we strongly encourage those affected to take action. Holding individuals accountable is essential to ensuring justice and preventing similar incidents from occurring in the future.

We take note of the initiative by local authorities, particularly by the Philippine National Police in Region 7, for their swift and decisive response to this matter. As the Children Ombud, the Commission remains steadfast in its commitment to protecting the rights of every child in the country. We shall ensure that such violations are met with the full force of the law to protect our children from any forms of harm.
