On September 27, 2024, the Negosyo Center San Rafael made history by launching the first-ever Negosyo Center Learning Center (NCLC) in Bulacan and Region 3. This initiative aims to provide clients with access to a wide range of online learning modules through computer units with internet connection. This new learning hub will serve as a vital resource for entrepreneurs, offering a variety of modules essential for starting and growing their businesses. The innovation is particularly beneficial to clients who can now access educational materials without having to wait for large group sessions. Unlike traditional training sessions that require a minimum of 15 participants, this facility allows clients to access resources immediately.

The launch was attended by key figures including DTI-Bulacan OIC-Provincial Director Maria Cristina Valenzuela, Ms. Lady Aiza Mapoy, Municipal Administrator of San Rafael; Ms. Rosalie Lopez, Business Permits and Licensing Officer; Ms. Corina T. Bautista, President of the Bulacan Chamber of Commerce and Industry (BCCI); and representatives from Bulacan State University (BULSU), College of Business Education and Accountancy instructors Mr. Naz Eliseo Carcosia and Mr. Billy Panganiban.

OIC-PD Valenzuela expressed her gratitude to the LGU of San Rafael for their unwavering support of the Negosyo Center and the NCLC initiative. In her remarks, Ms. Mapoy reiterated the LGU’s commitment to assisting its constituents, highlighting programs and projects that yield favorable outcomes for both the municipality and its residents. Meanwhile, Ms. Bautista emphasized the long-standing collaboration between the Department of Trade and Industry (DTI) and the BCCI, which has consistently worked toward fostering entrepreneurship in the province.

Following the ribbon-cutting ceremony, a seminar on “Effective Negotiation and Selling Techniques” was conducted by BULSU for the MSME clients of the Negosyo Center San Rafael, marking the beginning of a new chapter in MSME empowerment through learning and innovation.
